Prahv, Spires of Order taps for colorless or, if you pay an extra two mana, produces white or blue — a mana tax that hurts in any deck running it as a utility land. The upside is the ability to prevent all damage dealt to or by target creature until end of turn, which is genuinely useful, but five mana total to activate is steep enough that it rarely justifies a land slot over a basic.

Prahv, Spires of Order is legal in Commander, Legacy, Modern, Vintage, and Oathbreaker, but it sees essentially no competitive play in any of them. In Commander — its most plausible home — the damage-prevention ability has niche applications in combat tricks or protecting a key creature from a board wipe, but the five-mana activation and enters-tapped-unless-you-pay-two downside make it a liability in most builds. Legacy and Vintage have zero interest in a land this slow. Modern and Oathbreaker are the only formats where a fringe Azorius control or pillow-fort shell might consider it, and even there the competition from better utility lands is overwhelming.
