Practiced Offense is legal across Commander, Legacy, Modern, Pioneer, Standard, Vintage, and Oathbreaker, but Commander is where it actually earns a slot. In 1v1 formats the instant speed is nice but a one-shot counter buff rarely closes games fast enough to justify the slot over more efficient threats. In Commander, the multiplayer board state changes the math entirely — hitting five or six creatures with existing counters at the end of an opponent's turn before your untap step generates the kind of sudden pressure that wins tables. It's pauper-illegal, which is the only format where its low cost might have made it legitimately competitive.
