Power of Persuasion is a Commander card through and through — six mana is a real cost in competitive formats, but in a multiplayer game where opponents have stocked the board with threats, stealing three permanents at once can swing the table in one action. In Legacy, Modern, or Pioneer, the cost is simply too high and the effect too conditional to compete with faster, more reliable threats. Oathbreaker allows it but the same logic applies: two-player games punish six-mana sorceries far more than pods of four. Stick to Commander.
