In Commander, Port Inspector sits in the tax-and-stax corner, but the effect is too conditional — opponents naturally play from hand the majority of the time, and the token generation only triggers on spells, missing activated abilities and land drops from the graveyard or exile. Legacy and Vintage both have access to storm, flashback, and cascade lines where Port Inspector could theoretically fire repeatedly, but neither format has room for a vanilla-statted three-drop with no immediate impact.
