Commander is where Pollywog Prodigy lives — the Mutate mechanic only becomes an engine in a 100-card singleton format where you can stack enough Mutate spells to make the cost reduction and card draw matter. In Legacy and Vintage it's technically legal but sees no play; the Mutate mechanic has no meaningful support outside Commander, and two-mana creatures that do nothing outside their tribal context don't compete in those formats.
