In Commander, Polis Crusher earns its slot by attacking two common problems at once: hexproof makes it nearly impossible to answer with spot removal, and the enchantment-destruction trigger scales up in multiplayer where someone is always running Rhystic Study or Smothering Tithe. Outside Commander, the card sees essentially no competitive play — Modern, Pioneer, and Legacy have faster, more focused threats that make a four-mana 4/4 look underpowered regardless of the upside.
