Plunder trades two artifacts or a land plus an artifact to draw two cards — a clean two-for-two that replaces itself and a permanent. At five mana it's too slow for most midrange or tempo shells, but in artifact-heavy Commander decks that routinely sacrifice their own permanents anyway, the cost is near-zero.

Plunder is a Commander card through and through — the format's slower pace and abundance of artifact tokens make the sacrifice cost trivially easy to meet. In Pauper it's technically legal and occasionally appears in commons-only artifact builds that need card draw at any price. Legacy, Modern, and Vintage have no interest in a five-mana sorcery that draws two; those formats bury it.
