Commander is its natural home — the format rewards wide boards, values instant-speed interaction, and has no problem giving you seven creatures to maximize the draw. In Modern and Pioneer, the card sees virtually no play; three mana for a sorcery-speed-equivalent effect on a creature-wide buff is outpaced by more focused threats and interaction in those formats. Legacy and Vintage have no interest in it at all. Oathbreaker is the only other format where it occasionally shows up, specifically in go-wide +1/+1 counter shells where the card draw can be transformative.
