Commander is where Plaxcaster Frogling does its best work — multiplayer games go long, removal is plentiful, and the two-mana shroud activation becomes a genuine deterrent when opponents have to weigh the cost of targeting into it. In Legacy and Vintage it's legal but essentially invisible; Simic has access to far more efficient protection pieces in those formats, and a 3/3 for three mana doesn't clear any competitive threshold.
