In Commander, Plasma Bolt sits in the bottom tier of red removal — four damage at sorcery speed doesn't reliably kill commanders, and the format is full of faster, cheaper options. In Pauper it's marginally more interesting since the card pool is shallow and the scry 1 adds real value in a format where card quality matters, but even there Lightning Bolt and Galvanic Blast outclass it. Across Legacy, Modern, and Pioneer, Plasma Bolt simply doesn't compete — those formats demand instant-speed interaction at one or two mana.
