Pitiless Vizier is a Commander card first and foremost — cycling synergy decks led by commanders like Gavi, Nest Warden or Brallin, Skyshark Rider give it a continuous supply of indestructibility triggers and evasion support to close games. In Pauper it's technically legal, but cycling aggro there moves faster and doesn't need a 2/3 beater to anchor it. Legacy, Modern, and Pioneer have no competitive cycling shell that wants a five-drop-sized commitment on a three-drop body that still needs other pieces to be threatening. Outside Commander, Pitiless Vizier is a bulk rare looking for a home that doesn't exist.
