Pitiless Vizier is a Commander card first and foremost — cycling synergy decks led by commanders like Gavi, Nest Warden or Brallin, Skyshark Rider give it a continuous supply of indestructibility triggers and evasion support to close games. In Pauper it's technically legal, but cycling aggro there moves faster and doesn't need a 2/3 beater to anchor it.
