In Commander, Piracy Charm is a niche inclusion — the islandwalk mode is dead against any opponent not running Islands, and a one-mana sorcery-speed -1/-1 effect and a conditional discard rarely move the needle in a four-player pod. Legacy and Vintage have no use for it; those formats have access to far more powerful one-mana interaction. Pauper is the most honest home: the modality gives it some utility in blue aggressive or tempo strategies where opponents running Islands is more predictable, but even there it sits outside the staple tier. Piracy Charm is legal across most formats but rarely correct in any of them outside dedicated Pirate-tribal Commander builds.
