Pine Barrens enters tapped and produces either black or green mana — a dual land with a real cost stapled to it. It's fine in casual Commander where tempo matters less, but there are strictly better options at every price point if you're optimizing.

In Commander, Pine Barrens occupies the bottom tier of dual lands — it does the color-fixing job but the enters-tapped penalty costs you a full turn of development, and that compounds badly in the early game. Legacy and Vintage have access to the original dual lands and fetchlands, so Pine Barrens sees no competitive play there. It's not legal in Modern, Pioneer, Standard, or Pauper, which effectively makes Commander and Oathbreaker its only practical homes. In Oathbreaker the faster pace makes the tapped penalty sting even more, so it's a last-resort inclusion there as well.
