Pillaging Horde is a five-mana 5/5 that forces each opponent to sacrifice a creature or have it deal 5 damage to them — immediate, board-warping pressure at the moment it resolves. The catch is that each opponent chooses, so the player with the least to lose takes the damage and the one with the best blocker keeps it; that tension is the card's ceiling and its floor.

In Commander, Pillaging Horde does real work against go-wide token decks that can absorb a single sacrifice without flinching, and against control players who run few creatures — against those latter tables, five damage to the dome for free is a legitimate political and damage tool. Legacy and Vintage are legal formats but Pillaging Horde has never seen competitive play in either; five mana for a one-time trigger is nowhere near the power threshold those formats demand. Commander is the only shell where this card is worth sleeving, and even there it competes against five-mana threats that close games rather than nudge them.
