Piety Charm offers three narrow modes — give a creature first strike until end of turn, return an enchantment to its owner's hand, or pump a Cleric +2/+2 until end of turn — none of which justify a card slot in most builds. The flexibility doesn't compensate for the ceiling: all three modes are underpowered even by Charm standards.
