Commander is where Phyrexian Infiltrator earns its slot — the format's singleton rule and multiplayer politics mean stealing a key creature at instant speed can flip a game, and the permanent exchange clause means the opponent can't just get it back at end of turn. In Legacy and Vintage it's too slow and too narrow; four mana and requiring a creature target puts it far behind the format's efficient threats and interaction.
