Phyrexian Debaser enters the battlefield and immediately forces a sacrifice — no attack, no waiting, just a removal effect stapled to a 2/2 body. Three mana for that is reasonable, but the ceiling is low: it trades resources once and sits there doing very little afterward.

In Commander, Phyrexian Debaser occupies the low end of acceptable — sacrifice-based removal is welcome in black, but three mana for a single forced sacrifice on a vanilla body gets outclassed fast by Plaguecrafter, which hits all opponents and replaces itself. In Pauper, where the card pool is narrower, Phyrexian Debaser is legal and the floor is lower, but even there the effect needs to be repeatable or attached to a more relevant creature type to earn a slot. Legacy and Vintage are non-starters; the effect is nowhere near the power threshold those formats demand.
