Phantom Carriage sits at the fringes of competitive play in every format where it's legal. In Commander, the pseudo-damage-prevention makes it a passable evasive threat in counter-synergy shells — Atraxa, Praetors' Voice or similar proliferate commanders can squeeze more mileage out of it — but five mana for a conditional 4/4 rarely earns a slot over dedicated payoffs. In Legacy, Modern, and Pioneer, Phantom Carriage doesn't come close to the efficiency bar; those formats kill or go wide faster than a shrinking flyer can matter. Oathbreaker is the one space where niche utility commanders might find a home for it, but even there the card is filling a role better options cover.
