Phalanx Tactics is legal in Commander, Legacy, Modern, Pioneer, Vintage, and Oathbreaker, though it sees virtually no play outside Commander. In Commander it earns a slot specifically in go-wide attacking decks — token strategies and tribal aggro lists that want a one-mana trick that scales across twenty attackers rather than targeting a single creature. In competitive 60-card formats like Modern and Pioneer the card is too narrow; pump spells at instant speed need to threaten a single game-winning combat, and Phalanx Tactics's +1/+0 without toughness gain rarely clears that bar when you're not already swarming. Legacy and Vintage have access to far more efficient combat tricks and combo lines that make Phalanx Tactics irrelevant there. Stick to Commander token builds — that's the one context where the effect genuinely overperforms its cost.
