In Commander, Petrahydrox is a role-player in Azorius or Dimir flicker and aura shells where you're already targeting your own permanents — the draw trigger fires whenever a commander like Ardenn, Siona, or any voltron-style general sends an Aura or Equipment spell its way. In Pauper, it's a reasonable common body in any deck running Auras or pump spells that wants to avoid card disadvantage, though better options exist at common for pure card draw.
