In Commander, Petrahydrox is a role-player in Azorius or Dimir flicker and aura shells where you're already targeting your own permanents — the draw trigger fires whenever a commander like Ardenn, Siona, or any voltron-style general sends an Aura or Equipment spell its way. In Pauper, it's a reasonable common body in any deck running Auras or pump spells that wants to avoid card disadvantage, though better options exist at common for pure card draw. Legacy and Vintage have no interest in Petrahydrox — the rate is simply too low for those formats.
