Permafrost Trap taps all creatures target player controls and keeps them tapped until your next turn — at instant speed, for zero mana if that player tapped a green creature this turn. Full-table green prevalence makes that discount trivially easy to hit, and an unconditional pseudo-Fog that also neuters blockers for a full turn cycle is a real effect.

In Commander, Permafrost Trap is a role-player in green-heavy metas — the free-cast condition is essentially always live, and tapping an entire board at instant speed can save a life total or steal a combat step.
