Penumbra Wurm hits the board as a 6/6 trampler and leaves behind another 6/6 trampler when it dies — that's twelve power across two bodies for seven mana. Outside of Baru, Wurmspeaker decks that actively reward redundant Wurms, the cost is simply too steep for most Commander tables where seven mana buys far more immediate impact.

Penumbra Wurm is legal in Commander, Legacy, Vintage, and Oathbreaker, but sees essentially no competitive play in Legacy or Vintage — seven mana for a creature, however resilient, doesn't register in formats where the game is often decided by turn three. Commander is the only home where Penumbra Wurm earns its slot, and even there it's narrowly correct: the double-body upside matters in Wurm-tribal builds and sacrifice-value shells, but generic green goodstuff decks have cheaper, more efficient threats. In Oathbreaker the mana ceiling is lower and the format faster, so Penumbra Wurm is a poor fit outside extremely dedicated Wurm strategies.
