In Legacy, Modern, and Vintage, the formats where it's technically legal, the competition for equipment slots is fierce and nothing about Pennon Blade clears the bar over Umezawa's Jitte or Sword of Fire and Ice. In Commander, go-wide strategies built around token generation or creature-flooding commanders give Pennon Blade a genuine home: the bonus scales with your board rather than a fixed number, which means it gets better the further ahead you are.
