In 60-card formats like Modern, Pioneer, and Legacy, the setup cost is too steep: you rarely have enough disposable permanents in play at the right moment, and dedicated draw spells do the job more reliably for the same or less mana. Standard has the legal status but not the token density to make it consistent. Commander is where Peerless Recycling earns its slot, specifically in decks that already want to sacrifice permanents for value rather than treating the sac as pure overhead.
