The rate is uncompetitive; four mana for a temporary evasion grant on two creatures is the kind of effect that gets outclassed by nearly any comparable slot in Commander.

Patagia Tiger is legal across Commander, Legacy, Modern, Pioneer, Pauper, Vintage, and Oathbreaker, but legality and playability are different things. In Pauper it's the most plausible home — commons-only evasion enablers are scarcer, and a 3/3 flier-granter at common has at least a conversation to be had in aggressive white-green builds. In Commander the card is simply too low-impact: a one-shot flying grant on two creatures for four mana doesn't generate card advantage, doesn't threaten a win, and gets blanked by a single removal spell. Legacy, Modern, and Pioneer have no shell that wants this effect at this price.
