Patagia Tiger is legal across Commander, Legacy, Modern, Pioneer, Pauper, Vintage, and Oathbreaker, but legality and playability are different things. In Pauper it's the most plausible home — commons-only evasion enablers are scarcer, and a 3/3 flier-granter at common has at least a conversation to be had in aggressive white-green builds. In Commander the card is simply too low-impact: a one-shot flying grant on two creatures for four mana doesn't generate card advantage, doesn't threaten a win, and gets blanked by a single removal spell. Legacy, Modern, and Pioneer have no shell that wants this effect at this price.
