Part the Veil is a Commander card through and through — the format's longer games give you time to accumulate exiled creatures worth returning, and a single Part the Veil resolving with three or four targets can swing a board state instantly. In Legacy and Vintage it's theoretically legal but functionally irrelevant; five mana at sorcery speed is unplayable in those formats, and the effect doesn't map onto any meaningful engine there. Oathbreaker mirrors Commander's dynamic at a smaller scale, where self-exile synergies can make the card viable in the right shell.
