Paragon of Open Graves sees virtually no play outside Commander, and even there it competes in a crowded slot. In competitive non-rotating formats like Legacy and Vintage, a four-mana 2/2 anthem with a tap ability is far too slow to matter. Modern and Pioneer have access to stronger tribal payoffs at the same cost, so Paragon of Open Graves doesn't make the cut there either.
