Paragon of Modernity is a Commander card through and through — five mana is acceptable in a 40-life multiplayer game where the board state it rewards takes several turns to build. In Modern or Pioneer it's simply too slow and too fragile; a five-mana do-nothing-on-arrival creature in those formats dies before the trigger ever matters. Pauper is technically legal but irrelevant — the card isn't common. Legacy and Vintage have zero interest.
