Panic is a one-mana instant that makes a creature lose flying and islandwalk until end of turn — narrow disruption at a price that barely registers. It's too situational for almost every Commander list, and in formats where it's legal, better options exist at the same cost.

Panic is legal in Commander, Legacy, Vintage, Pauper, and Oathbreaker, but sees virtually no competitive play in any of them.
