Pack's Favor puts three +1/+1 counters on a creature for three mana — solid rate on its own — but the Offspring cost lets you split that effect across two bodies for just one more mana total. It's a role-player, not a bomb, and earns its slot only in decks that specifically want counter distribution across multiple creatures.

In Commander, Pack's Favor fits narrow but real archetypes: Simic or multi-color counters decks that want cheap ways to spread +1/+1 counters across multiple permanents in a single action. Pauper is where it has the most competitive breathing room — common-legal counter synergies are scarce enough that the Offspring flexibility genuinely pulls weight. In Modern and Pioneer it's below the power threshold; three mana for three counters doesn't match what those formats demand, and the Offspring mode costs tempo you can't afford. Legacy and Vintage ignore it entirely. Pack's Favor is a Pauper and Commander card, and only the right Commander builds at that.
