Pack Guardian is a Commander card through and through — the format's slower pace lets you actually use its discard trigger multiple times, and wolf tribal has enough critical mass there to make the token relevant. In Legacy and Vintage it's strictly unplayable; four mana for a 4/3 flash with a marginal activated ability doesn't compete with the card quality those formats demand. Modern and Pioneer are similarly cold on it — wolf tribal lacks the tools to be competitive in either format, and Pack Guardian wouldn't move the needle even if it did.
