Pack Attack is a Commander card in practice — three mana for a one-shot combat boost only justifies itself when you have six or more creatures swinging at multiple opponents. In Pauper it's legal but sees essentially no play; the format's creature-based aggro decks want consistent pressure, not one-shot pump spells. Legacy and Vintage have far more efficient combat tricks and combo finishers, so Pack Attack doesn't compete there either. In Commander, specifically in token or go-wide strategies, it's a legitimate finisher at a price point that makes it easy to slot in.
