In Commander, Pacesetter Paragon slots naturally into any counter-based strategy — Atraxa, Praetors' Voice and similar proliferate shells can trigger the bonus across a full board of evolve creatures, modular artifacts, or +1/+1 synergies. Outside of EDH, Pacesetter Paragon is legal across Standard, Pioneer, Modern, Legacy, and Vintage, but those formats demand tighter efficiency; a three-mana do-nothing-if-your-board-is-bare creature won't make competitive cuts. Oathbreaker follows the same logic as Commander — valid home if the planeswalker you've built around generates counters naturally.
