Overwhelming Encounter deals damage to each opponent equal to the number of creatures you control — then makes a Dragon Spirit token for each opponent it dealt damage to, turning a board state directly into fuel. It costs five mana at sorcery speed, which is real, but in any deck that goes wide with creatures, it closes games and replenishes at the same time.

Overwhelming Encounter is a Commander card through and through — it scales with the wide boards and multiplayer life totals that make five-mana sorceries viable, and the token payoff rewards the kind of sustained creature development Commander games reward. In Legacy and Vintage it's technically legal but completely irrelevant; the format speed and singleton redundancy requirements leave no room for a five-mana do-nothing-on-an-empty-board spell. Oathbreaker is the one fringe case where it could appear, particularly in a creature-heavy red or Gruul shell, but Commander remains its natural home by a wide margin.
