Outnumber is a Commander card first and almost exclusively — the token density required to make it hit for more than three damage simply doesn't exist in competitive 60-card formats, where Lightning Bolt and Unholy Heat do the job cleanly and without prerequisites. In Pauper, it's legal but outclassed by those same options in any aggressive shell that doesn't go wide on creatures. Legacy and Vintage have no interest in it. Commander is where the math changes: a board of ten creatures means ten damage for one mana at instant speed, and in go-wide token strategies, that's a legitimate finisher or a free removal spell depending on what the board needs.
