Commander is where Outbreak earns its slot — creature type matters enormously in a format dominated by tribal strategies, and naming the right type at the right table can wipe an opponent's board without touching yours. In Legacy and Vintage, it's legal but effectively invisible; dedicated removal like Toxic Deluge or Plague Wind does the job more reliably in those formats.
