Orzhov Charm is a three-mode instant that destroys a creature and returns it to its owner's hand, returns a creature you control from the graveyard to play, or gives a creature +1/+1 and lifelink until end of turn — flexible on paper, but none of the three modes are efficient enough to compete with dedicated removal or recursion at two mana. It's a niche pick at best, and most Orzhov decks will find sharper tools for each job.
