Orthodoxy Enforcer enters with a detain effect that locks down an opponent's creature until your next turn — meaningful tempo, but stapled to a three-mana 2/3 body that doesn't press the advantage fast enough. It's playable in limited formats where tempo matters, but it rarely makes the cut in constructed or Commander.

In Commander, Orthodoxy Enforcer is too slow and too small — a single detain on a 2/3 doesn't scale to four-player games where the table refills threats every turn. Pauper is where Orthodoxy Enforcer has the most plausible home, since the card-quality ceiling is lower and tempo-positive creatures with ETB effects carry real weight in that format. Modern and Pioneer both have access to far more efficient interaction, so it doesn't register there. Legacy and Vintage are non-starters for the same reason at a higher power ceiling.
