In Commander, Ornamental Courage competes for slots against cards that do more than one thing, and a one-mana pump spell rarely survives that cut — the untap rider is the only reason to consider it, and only in decks built around tap-activated abilities on creatures. Pauper is its best home: the common-only card pool makes every cheap instant relevant, and the untap clause can generate real tempo against aggressive boards. In Modern, Pioneer, Legacy, and Vintage, Ornamental Courage is simply outclassed — those formats have access to tricks with broader reach or cantrips attached, and a spell this narrow doesn't make the cut.
