In Commander, Organ Hoarder earns its slot in self-mill and reanimator shells where filling the graveyard is a primary goal, not a side effect — the looting effect scales well when every card milled is a potential resource. In Pauper, it's a legitimate common threat that generates real card selection at a reasonable rate for midrange or graveyard-matters strategies. In Modern and Pioneer, the competition at four mana is steep enough that Organ Hoarder doesn't clear the bar outside of budget or casual builds. Legacy and Vintage are non-starters — the efficiency ceiling is too low.
