Commander is where Ore-Scale Guardian actually sees play — dragon tribal decks and Treasure-matters shells both want the incidental value it generates on death, and ward 2 makes it annoying to remove cleanly in a multiplayer context. In Legacy, Modern, and Vintage it's strictly unplayable; those formats demand efficiency that a seven-mana 4/4 can't come close to meeting.
