In Commander, Orcish Hellraiser earns its slot specifically in Goblin tribal, Purphoros ping, or sacrifice-outlet decks where the echo clause is either irrelevant or intentional fuel — outside those homes, a vanilla 2/2 with a conditional upkeep cost is too low-impact for a 100-card singleton format. Pauper is where it actually competes on rate: two mana for a body plus a Shock is efficient enough for red aggro or burn-adjacent strategies that can afford to let it die.
