Commander is where Orc Sureshot actually sees play — multiplayer pods run enough creatures that the counter triggers accumulate meaningfully, and the synergy ceiling with Horobi, Death's Wail or token commanders is high enough to justify the slot. In Legacy, Modern, and Pioneer it's legal but effectively absent from competitive play; four mana for a 3/3 with a conditional -1/-1 trigger doesn't clear the bar in formats where removal is cheaper and faster. Vintage is the same story — legal in theory, irrelevant in practice. Orc Sureshot is a Commander card through and through, and it doesn't pretend to be anything else.
