Orator of Ojutai is a two-mana 0/4 defender that replaces itself when you have a Dragon in hand — a clean rate that pays for itself on the turn it enters. In the 99, it earns its slot in any Arcades, the Strategist list that can reliably hold a Dragon — the draw trigger fires often enough to make a two-mana 0/4 feel like real value.
