Commander is where Oracle en-Vec earns its slot — archenemy situations and politically charged tables let you repeatedly neutralize the most dangerous combat player, and it survives indefinitely as a repeatable effect rather than a one-shot. Legacy has the card pool to abuse it in prison or stax shells, though faster combo decks don't care about combat at all, which limits its relevance there.
