Commander is where Oracle en-Vec earns its slot — archenemy situations and politically charged tables let you repeatedly neutralize the most dangerous combat player, and it survives indefinitely as a repeatable effect rather than a one-shot. Legacy has the card pool to abuse it in prison or stax shells, though faster combo decks don't care about combat at all, which limits its relevance there. Vintage is the same story: the format is too spell-heavy for Oracle en-Vec to matter against the top strategies. It's legal in Oathbreaker but the compressed game length shrinks its upside considerably.
