Ondu Champion is a Commander card first and foremost — the effect scales with the number of creatures entering the battlefield, and nowhere else do you consistently deploy ten or more creatures in a game. In Pauper it's legal and theoretically interesting in token builds, but four mana for a 3/2 is too slow when cheaper payoffs exist at common. Legacy, Modern, and Pioneer have the card in their card pool, but there's no serious application in any of them; competitive creature strategies don't want a slow enchantment-stapled-to-a-body when they can just win faster.
