In competitive 60-card formats like Modern and Pioneer, a three-mana sorcery that makes a single token and Proliferates is too slow to compete with dedicated counter-stacking shells that already run Nissa and Hardened Scales synergies. Legacy and Vintage have no interest in it at any cost. Stick to Commander, where the political and board-wide scope of Proliferate turns a modestly costed card into a genuine threat multiplier.
