Olivia's Bloodsworn hands any Vampire you control haste for a single black mana at instant speed — that's the whole job, and it does it well. The permanent cost is that Bloodsworn can't block, which is close to irrelevant in a tribe built to swing wide.

In Commander, Olivia's Bloodsworn is a role-player in Vampire tribal builds and nothing more — the haste grant is genuinely useful, but the effect is narrow enough that non-Vampire decks have zero reason to run it.
