Okk is a 3/3 for one mana — that rate is real, and the downside (it can't attack or block unless you control another Goblin) is nearly irrelevant when Dragonhawk, Fate's Tempest turns every creature entering the battlefield into a draw trigger. The cost is deck construction: you're locked into Goblin-dense builds where the restriction stays permanently switched off.

Okk is legal in Legacy, Modern, Vintage, Commander, and Oathbreaker — but competitive Goblin builds in Legacy and Modern don't want a creature whose combat restrictions require supporting infrastructure, when Goblin Guide and Goblin Lackey exist at the same mana cost with no strings attached. In Commander, the calculus flips: tribal Goblin decks run enough redundancy that Okk's restriction is permanently offline, and a 3/3 for one red is a legitimate body at a power level where every token-doubling effect scales with raw creature count.
