Okk is legal in Legacy, Modern, Vintage, Commander, and Oathbreaker — but competitive Goblin builds in Legacy and Modern don't want a creature whose combat restrictions require supporting infrastructure, when Goblin Guide and Goblin Lackey exist at the same mana cost with no strings attached. In Commander, the calculus flips: tribal Goblin decks run enough redundancy that Okk's restriction is permanently offline, and a 3/3 for one red is a legitimate body at a power level where every token-doubling effect scales with raw creature count. Outside of dedicated Goblin tribal shells, Okk is too conditional to earn a slot in any format.
