Oketra's Avenger is a 3/2 for two mana with the ability to blank a blocker each combat — that ratio and that effect are both real. The catch is the cost: you're giving up a counter from one of your own creatures every time you use it, which makes this a good card in decks that want to spend counters and a mediocre one in decks that don't.

Oketra's Avenger sees essentially zero play in Legacy, Vintage, or Modern, where a 3/2 for two with a conditional tap ability doesn't clear the bar. In Pioneer it's fringe at best — white aggro has cleaner options. Commander is where Oketra's Avenger has a real niche: counter-manipulation decks, particularly those that generate +1/+1 counters at scale, can use the ability repeatedly without falling behind on board. Pauper is the other home worth watching, since a 3/2 for two is above rate at common and the tap effect provides combat utility that's harder to come by in that format.
